Government Program

It says in the rules we have to have used a government program during the process of the export? I write music, jingle type stuff, and I had some folks in Europe hire me to write a couple songs for some web videos they did as advertisements. I think of that as exporting intellectual material, but does it fit the criteria? I can't think of any government organizations that were involved in the process, but maybe there are some who's work is at play that I'm not considering? (like copyright protection for original music or something similar?) Please help clarify.
